Sets the default value for the Timestamp property (LUInvalidChangeStamp64).

TFileReferenceList.TimeStamp		Contains the timestamp value for the last change to the list.
LUInvalidChangeStamp64		Int64 value used as the invalid timestamp value for the cache mechanism.
